This pet is chosen among three battle pets as a reward after completing a chain of Children's Week quests.
Other rewards for the final quest include Argos and Goggles. Collecting all three pets on the same character is possible (over the course of four years) since the quests are repeatable each year. It is also possible to collect all three pets by completing the quest chain on three different characters.
This pet as well as other Children's Week pets can also be purchased using a special event currency, earned from the holiday quest chains.

The name 'Beepbop' followed by the words 'Made by Threadis' are roughly but lovingly scratched into the bottom plate on this tiny nerubian-crafted bot.
Be kinda cool if this pet had some extra functionality (ala Hearthy) like repairs in the field but overall this is such an awesome pet and the questline to get him is quite emotional. Well done Blizzard!
