In order to get this, you must have a pet that resembles the pet you're trying to purchase. You simply summon the pet, and then you can purchase the one from the vendor. Pets/snails that I found that match: Scarlapod, Thimblerig, Tricky, Diamondshell. Basically the Zaralek Caverns snails.
