The vendor that sells this pet has items available based on a region-wide unlock system. A small amount of progress toward this community contribution is made every time a Firelight Ruby is acquired by players. Once the region-wide contribution is full, a new item is unlocked on the vendor.
To obtain a Firelight Ruby, players will need to reach Renown 2 with The Assembly of the Deeps faction. This unlocks Snuffling, the ability where players can see and dig up Disturbed Earth. These treasure nodes have a chance to drop Odd Glob of Wax. Turning in wax to Middles advances players' personal progress bar, and one Firelight Ruby is rewarded upon 100% completion.

As of today's patch (11.0.5) he is now a combat pet and can be upgraded and levelled.
Why is this a non-combat pet?? :O It's not a child. It looks like many other humanoid combat pets.. so.. WHY? :O
