This parrot has a low chance (roughly 1.5-3%) of dropping from a number of elites and rares on Siren Isle that only appear during pirate invasions. Wowhead data suggest that the drop rate is higher (or at least as high) from the elites as the rares, so don't bother focussing too highly on the latter. The NPCs that can drop this parrot all occur in the south-eastern quarter of the island, and are:

 

Elites (ettins and one tortollan): Timmy Two-Tongue, Bicephalic Bill, Bert and Benny, Twin-Dome Doug, Finny Four-Eyes, Spare-Head Ed, and First Mate Shellshock.

 

Rares (both appear on the shoreline in the south-east): Chef Chum Platter and Plank-Master Bluebelly.

Got mine from Finny Four-Eyes.  I think this pet drops from elites and I probably killed around 20 of them before it dropped.

Proper Parrot dropped for me from First Mate Shellshock 59.5 / 69.3 (only when pirate invasion of Siren Isle is up)

I got this off of Twin Domed Doug, I recommend camping and killing him and Bluebelly to get this
