This pet is from the Achievement NOT from a quest reward.  If you feed a snail in a race and Roggy (the slowest) wins, you get credit for him in the Ach. The other three snails are rewarded from winning a race with each, so you will have each achievment credit for those three already if you are trying for all four snails. I was able to feed Roggy treats and help him win when the NPCs interfered with the other snails enough to slow them down.

Same for me...was doing a pet battle against Trainer Orlogg and got the pet at Renown 2 with the Loamm Niffen?

I was just granted this pet at Renown 2, after completing the Slow and Steady Wins the Race achievement. I wasn't even participating in the snail race, I just happened to be nearby.
