I came across a blue as a secondary pet of a Troglofrog in a small pool with tall rocks, right across from the cave entrance for treasure called Illuminated Footlocker. There are 2 small pools, I found the blue in the pool farthest from the cave entrance, between a wall and the tall pointy rock formation
