Avoid Val'sharah while searching for this. The trees and gulleys are a pain. Plus some pets seem to appear inside the trees. Stormheim is ok but lots of other pets and some on steep hills can't be battled. Best spot in my point of view is Azsuna. Got a rare there in just a few battles.
