Players will need to have transferred Lost Dog from the Valley of the Four Winds, to the garrison on Draenor, and then to Dalaran (Broken Isles) before being able to collect this companion in The War Within.
To summon Dog NPC, players will need to find the Half-Buried Dog Bowl on the Tranquil Strand beach (Isle of Dorn). It's located near the golden puppy statue which can be found on the tip of the peninsula located directly east of Dhar Oztan on the map. Interacting with the dog bowl will spawn Dog. Selecting the pet option when speaking with Dog rewards this companion.

Got help from my wife on this one...none of my toons had a garrison where the dog showed up so she partied me up and I was able to enter her garrison and interact with the dog. She bought the needed peeble on the AH for 2K gold and after she used it sent it to me (Now I know why I married this girl). I was able to finish the quest and get the Faithful Dog. I am however puzzled that his breed is uncommen (green) and wont change to rare (blue)? Am I bugged or is this the case for everyone?
Found the dog bowl at 31.47, 51.29 it was next to the big golden dog statue.
Located at 31.48 51.32, Also pebbles from Dalaran can be bought from auction house.
darn if i only knew about the legion secret part. having hell of a time finding a pebble in dalaran right now.
