Players must complete the Undermine storyline up to and including The Kaja'Coast in order to see this wild pet spawn. Once the four The Kaja'Coast daily quests appear in the Slam Central area, players can travel back to Zuldazar via the goblin transport at Slam Central.

They won't appear the first time you get sent to Zuldazar, you have to go back. I didn't go back till after finishing the main quest line which isn't too long after you go there.

Part of the Undermine quest chain takes us there so no need to rush off to old zones to catch it :)

The Tropical Frog appears to spawn in enclosed open cave area with Pterrodax around 24.52, 63.74

So there is a new excavation site in of all places Zuldazar and there hopping along the Kaja Coast at 21.47, 62.05 I found and captured one of these toads.
